'Sexually Violent' Offender Reports Move In Newburgh

A registered "sexually violent" offender convicted of raping a woman has reported a move into Orange County.

The New York State Division of Criminal Justice Services issued an alert this week to Orange County residents regarding the residency of 67-year-old Andrew Bates, who has moved to an address on Broadway in Newburgh.

The Division of Criminal Justice Services has assigned Bates as a level two threat, which means he is at "moderate risk of a repeat offense." He has also been designated as a sexually violent offender.

According to the Division of Criminal Justice Services, Bates had sexual intercourse with his adult victim in Wallkill in September 1991 and was convicted of first-degree rape by forcible compulsion in December of that year. Bates was sentenced to a term of 17 years to life in state prison. As part of his release, Bates cannot operate a motor vehicle, drink alcohol and must participate in counseling. He is under a curfew and cannot frequent places that sell alcohol primarily. He is now under the jurisdiction of the Newburgh City Police Department.
